City of Flagstaff Parks & Recreation Organizational Master Plan
The City of Flagstaff Parks and Recreation Organizational Master Plan used a community survey, extensive public engagement, and ongoing coordination with key stakeholders to develop standards for new parks and identify of future recreation facilities needs for this unique community located in northern Arizona. Working with the city, PLAN-et identified opportunities for revenue enhancement through changes to rental fees, event management and parks administration. To provide flexibility during changing economic times the Master Plan recommendations are provided for three economic scenarios; reduced, baseline and enhanced. Through the economic research, additional parks and recreation funding, was identified and restored to the department. As a result of this plan, the city changed it parks and recreation funding allocations to ensure adequate funds were available for new construction and maintenance.
